A bomb has gone off. As a member of the emergency services you arrive at the scene. The scene is not safe as another bomb may well go off. You go to the entrance of the subway where you hear someone crying out aand you think you can see a figure lying at the bottom of the escalator. You may be able to reach them but you aare unsure but protocol is that you do not enter.
